You can find new User Account pictures in Windows 7 RTM.Here is the link to access them
and also given the screenshot which shows all of the New Pictures added.
You can copy these in Vista here : C:\ProgramData\Microsoft\User Account Pictures\Default Pictures to have them in your Windows Vista User Account
